
Liberia: Proposals for Lasting Peace, Reconciliation, Growth

Proposal and recommendation for the achievement of lasting peace, Reconciliation, Economic growth and development, for the benefits,
interests, and joy and stability of the Nation and all the people of Liberia, through or by means of the following proper and necessary actions
and measures:
Lasting Peace and Reconciliation To achieve lasting peace and reconciliation, the Nation and the people must seek and obtain for all
Liberians, the general amnesty, and the blessing, mercy and forgiveness of God the Almighty Allah and Creator of all creatures.
We need this measure or action because each and all the families of Liberia have been directly or indirectly victimized or hurt by the multitude
of armed rebellions against the following Presidents of the Republic of Liberia from 1920 to 2003: (a) President Charles D.B. King; (b)
President Edwin A. Barclay; (c) President William V.S. Tubman; (d) President William R. Tolbert; (e) President Samuel K. Doe; (f) President
Dahkpana Ghanky Charles Taylor.
Each or all the above named Presidents of Liberia and many of the officials of the Government of Liberia during the above mentioned years
were removed or dismissed from office, without legal courtesy, procedure, or honorable retirement as constitutionally or statutorily required.
The removal of the afore-stated presidents was accomplished by politicians who used or perfected the art or act of undoing, removing, or
displacing the incumbents through the politics of negation. General amnesty as stated herein, means general pardon or forgiveness by all
who were victims or culprits of the doers of the evils; and reconciliation as referred to herein also means the restoration of friendship that is
necessary for lasting peace between the victims, and culprits or evil doers or people who caused the anger and diversity.
Also, in order to give or provide for the interest and employment of the majority of the population of Liberia. who are the youth or young
people between or from the ages of 1 to 18 to 45 years old, that comprise a substantial percentage of approximately 60% or more of the
current population of Liberia, some or many of who should be granted preferential employment in the Ministries of Public Works, Rural
Development, Agriculture and such contractors or agencies that need manual laborers for the constructions of the towns, villages, roads,
bridges, public buildings and the counties agricultural development projects.
The Agriculture Development Projects for Counties was used for farming or farms that were destroyed during the wars, the civil strife and
insurrection. Britain, America and other nations took similar actions or measures after the World War Two to rebuild the towns, cities, roads
and bridges that were destroyed during the war.
Economic Growth and Development To achieve an open door for long term or lasting economic growth and development for the benefits,
interests and joy of the nation and all the peoples of the Republic of Liberia, the government and people of Liberia must agree to undertake
measures or actions necessary to promote public and private employment and investments in Liberia, in accordance with, or as permitted in
government of good governance that adheres to the principles of capitalism and free market economy.
To achieve these objectives, the following actions or measures must be undertaken; (a) establish or provide a National Insurance policy
program and law for the protection of investment or investors, against losses, damages and disasters incurred as a result of domestic civil
strife, armed insurrection, and political rebellion. (b) Offer a compensation, or reimbursement to investors, by granting them temporary tax
exemption or reduction over, or for a period of time or years necessary to fully amortize the payment or reimbursement of the loss the
investor may have suffered as a result of domestic civil strife, insurrection and rebellion.
This measure is necessary to establish good confidence, trust and reconciliation between the government, and the businessmen or investors
in Liberia in order to give or provide support for the interest or the employment of majority of the population of Liberia for the benefit of the
investors, the Nation, the Government and the people of Liberia. Investment Insurance will promote and assure economic growth,
development and benefit for and on behalf of the investors and Liberia.
Reconstruction, works for peace, reconciliation, and enjoyment of the people can be achieved upon request or by seeking or requesting for
domestic and foreign international contribution or assistance such as the appeal that was made for US$1 million, as well as the promise or
pledge by the United States Government to give US$50 million to help achieve reconstruction for each of the counties of Liberia.
Also, in the event of expiration, or termination of a lease or concession agreement, the government or the landlord should pledge or offer to
compensate the investors or the concessionaire for the factory, the building and equipment retrieved, confiscated or lost as a result of the
termination of the concession by the public or private land owners.
If the investor terminates his business upon his own choice, the Investor should not remove or destroy the above mentioned properties, but
must relinquish the said factory, building or equipment to the landowner and demand for just compensation.
To establish equity and justice and to avoid unjust enrichment, we should pass a law that at the expiration or termination of a concession or a
lease agreement, that the land owner shall have the right to demand additional or increment in the pay for his land, and the tenant or
concessionaire shall demand payment for the building, the factory and his equipment that was brought or constructed by him.
